Google webmaster tools allow you to remove pages from their cache, after you have fixed the problem that let your pages be searched in the first place. Same with other reputable search engines like Bing and Yahoo. The best way to keep out webcrawlers is to use a password, though robots.txt works for legit crawlers. If you want to remove content that is stored on some server you can't get to or whose owner won't co-operate, you need to go through legal channels. Unless you're the US government, in which case you just turn off their DNS.
