    I'm 16 and in the summer I wear mascara, maybe eyeliner, powder (so there is no shine) and since you have fair skin I would use a sunblock for sensitive skin everyday.

If you feel comfortable wearing no liquid foundation, then go without it! Your skin will love you! Try wearing a daily moisturizer with tint in it. Even better if you buy one with an SPF in it. For summer.... less is more. I wear only bronzer and mascara and lip gloss or chapstick. Might as well protect your skin while looking cute! Plus, it takes seconds to put this little amount of makeup on, and your skin won't feel like heavy makeup is weighing it down.
