I need help with hair ideas and color.

What to do with my hair? Help?! (picture)?

• This is my hair, this is just how it would be typically a few minutes after brushing with normal activity (sorry I look so bored). As you can see it is wild and difficult to manage. I have been told (more than once) my hair is more than 50% ethnic and I have asked again and again and supposedly my hair is healthy, I don't understand how since it looks like I have been electrocuted but anyways I have inquired! I need to get it trimmed though (it is actually long the curls/waves draw it up) but I am wondering should I cut it off and get a shorter cut? Any suggestions? I have to take care to find someone who can manage it (I've moved and now live in a country where most people have silky, fine hair). I have had it short and in a good cut. I can't straiten it, I have tried twice once with an ethnic straitener and neither worked the ethnic straitner lasted 3 days which though a record it's just too expensive for me. That was MANY years ago (I am 31). I don't use anything on my hair but shampoo and conditioner years ago I did dye it and have been thinking of dying it back to a dark red but at this length I couldn't afford to maintain the color, I think I will need 4 boxes of dye. That crazy color it has in the image is my natural color. I have always wanted really long hair but I just have so much hair. People stare at me, strangers touch my hair, and people pet my head everywhere I go. Part of me wants to embrace my crazy hair and part of me would really like to have stylish hair. Gah help!
