Civil partnership between EU citizen residing in UK and American?

Hello folks- My boyfriend and I have stuck it out in a long distance relationship for nearly two years now. We met when I was studying in Italy (he is Italian), and now he is pursuing his studies at Oxford. He will be there for the next 2-3 years. I just finished my bachelors and feel like this might be a good time to try to bridge the gap between us. So, I am wanting to know a little bit about civil partnerships and how the process would work since I am American and he is not English. It looks like I can apply for a "Fiancé/prospective civil partner" visa until the ceremony takes place, after which I could apply for a "Spouse/civil partner" visa. However, I am curious to know if I would have some of the same rights as an EU/UK citizen with regard to university tuition, health care, etc. I don't know whether I would work or study after arriving, but it is important to him and to me that we continue our studies, so that is a large factor. Thanks in advance for any advice. It would be wonderful to finally be together and be in a place where our relationship is accepted! Cheers!

You are right in your understanding of the visa situation IF your partner was a UK citizen. As your partner is an EU citizen, you would have to enter into a civil partnership first and then you would have to apply for an EEA family permit rather than a spouse visa. You then have to live in the UK for five years when you will be eligible to apply for Permanent Residence (ILR is only for non EEA nationals or non EEA nationals married to UK citizens). With regards to health care, students are entitled to free NHS care. Your partner will need to apply for a European Health Insurance Card. With regard to tuition fees, you must be ordinarily resident in the UK for three years prior to the start date of your course to qualify for home fees. You're right about the visas, and they keep getting more expensive in the British government's drive to dissuade people from marrying British citizens just to more easily become British themselves. The civil partner visa lasts for 2 years, at which time you apply for Indefinite Leave to Remain provided that you are still together. Tuition fees are based on residence rather than nationality, so until you've been in the UK for 3 years you'd be liable for the higher overseas rate rather than the subsidised UK/EU rate. Your boyfriend is totally OK as it's residence in the EU that counts rather than just the UK. Rights to treatment under the NHS are also based on residence so you'd have them just from living in the UK. A UK civil partnership is, despite the name, exactly the same as marriage except that adultery is not a ground for divorce and the ceremony cannot be religious. I finished a batchelors as well, it was chicken soup. Don't take civil partnerships as something good. Its just a way for government bodies to screw more money out of its people. I'm tied down to my life partner, under the law were as good as married. I can't get the dole if i wanted it, no benefits at all not while she does the unspeakable and actually works for a living. Married or not while we live together as man and woman we're under the law in a civil partnership. I would hold off on the civil ceremony until its legal to get married. It's not fun being as good as married, i haven't got the money to get married anyway. I'm not carrying my wife over the threshold of a rented house. By the way nobody gives a crap if you're gay and in a same sex relationship. You argue the same, fall in and out of love the same as anyone else. But officially there is no help or leeway given once you're registered as an official couple.
