What are the requirements and conditions in getting a student visa?

I'm an incoming senior in high school, and I want to take my senior year and college years in Los Angeles (Panorama particullarly, because that's where my friends live). What should I do first before I get a student visa? Is the tuition fee much expensive than those of locals? How long will it take before I get my student visa? (because the schools start on September already). thanks.

    First you need to apply colleges and get admitted. Once you get admitted, the school will mail you I-20 SEVIS Form. Then you apply F1 Student Visa at US Embassy in Philippines. You have to do interview with required documents. The tuition is usually 2 or 3 times more than Residents.
