He would need to file an I-130 and an I-29F with the USCIS to apply for a fiance(e) visa. Basically, this is a non-immigrant visa allowing her to travel to the US for the purpose of marriage. They must marry and apply for an adjustment of status within 90 days of her arrival. The fact he's in the army won't make the procedure much different but he should speak to JAG as they may be able to offer more help. Good luck :o)
