Where can i get a cheap ticket to kenya?

Can I get approved for a passport and travel visa if I have an unpaid speeding ticket?

• About a year ago I was leaving WA and heading back to school in Oregon and got my first speeding ticket (I received the ticket in WA). When I got back to school I wrote a letter to the judge and then a month passed and I never heard anything. I had completely forgot about the ticket at this time, and moved apartments because my lease was up. I was unable to change me address because my credit/debit card were linked to my Seattle address and I had been moving around in Oregon, so it wouldn't let me. At the time it didn't matter since the only things i received in the mail were magazines and bills from school, but I was able to just contact the school the change my address. I just moved back into WA, and a few days ago remembered the speeding ticket. I am planning on doing a study abroad program and need to apply for a travel visa and passport, would I still be able to obtain these documents with a unpaid speeding ticket? How much would a late charge be on the ticket? Thanks for the help! P.S. I plan on paying the speeding ticket before I leave the country. But since I leave in 2 months I just wanted to make sure I can get these documents since my appointment is this week.
