How long does it take to complete the immigration process to Canada?

• My family applied for immigration to Canada in the year 2001. In the year 2007, we had our family interview and were then ask to send our passports & medical reports. It has been 2 years since the Canadian High Commission in New Delhi, India, took our passport. My questions are: (1) Is it legal for them to hold our passports for so long? (2) Is there anything can be done regarding this matter? (3) If we take back our passports for now, will it effect our immigration process? I really hope someone can help us answer these questions since our family is in a dilemma. Without our passports, it has been very rough on our daily lives especially for our children who are studying abroad and are having great difficulties extending their Alien Resident Certificate. Thank you all!

  that does not sounds right. Usually when the embassy requests passports, it is for them to finally attach the visas to the passports so you can immigrate. Its usually the very last step. It should not take 2 years. You should call then high commission and ask them. Make sure you have your client ID numbers handy to identify your files. I only hope that your passports have NOT been lost.
