Really? Cause it isn't really nice!! Anyway it is pretty easy if you have basic photoshop skills. First closecut what you to stay intact (the girl in the picture) copy it to a new layer. Then go back to the first layer go to "filter > pixelate > mosaic" try different cell size, that's it.
