How to add special effects to a short film?

I want to make my own short anime film but i dont know what programs i need. Price doesnt matter and?

• i want to make a short anime film About A Girl who hopelessly loves a guy she is close friends with But later on she realises that He sees way beyond her, Everyday for her is a pain. she thinks of him and she cant get him out of her head. Year one of college start of 2nd semester she drops out of school due to her depression. Later the boy she loves comes and visits her and they walk to a nice scenery with hills stars aurora lights and clouds. He wanted to thank her for being his friend since the beginning of highschool. she cries and says to herself but soon she accepts the cruelty of life and love, " to this day, and the future ill always be in love with him. But this is the true colours of life, so be it" it'll be in japanese so itll sound less corny :P im doing the drawings and my friend who's in Art institute will be doing Compositing in " Nuke The foundry" and " Adobe After Effects" i need some professional advice on my idea, and what programs i specifically need, i have very little experience but i will devote alot of my time learning the program please add me on msn or skype : D msn: [email protected] skype: ceejay.pabo
