a really popular way of making pop art is using a projecter. one of my favourite artists (ben frost) uses a projecter on a wall, to paint the image, then make them do really controversial things like have guns, or take drugs.. but i think projecting is a good idea.

If you're talking about the Ben-Day dots used by Roy Lichtenstein, then the answer is 'very carefully, painting them individually on canvas'. He probably created a pencil grid first and painted a dot at each point where the lines met. You could cheat by buying sticky dots from a stationers and applying those. Or, if working in PhotoShop by applying a screen tint filter to any areas you wish to 'dottify'. You may be able to find sheets of rub down dots that work in the same way as Letraset in craft stores.
