    I dont want to sound mean but the other two answers are talking about art in general, not "Eastern styled sequential art." For legitimate manga obviously paper pencil and that stuff. There are many mangaka that do manga entirely on the computer, in which case you would buy a tablet and software like manga studio. And... that's it. For the traditional and still the most popular: ~thick (manga)paper http://deleter-mangashop.com/index_en_usd_21.html ~manga nibs and nib holders http://www.jetpens.com/ or http://www.akadot.com/ ~screentones and screentone tools (deleter or akadot). ~black ink, water soluble if you only use ink, and water proof if you use markers or something like that. ~ruler for panels and speed lines. There are many other tools that can be used but for a manga page that's all that's really needed. You can just use normal pens and screentone can be done in GIMP or photoshop. If you want to scan you work get A4 paper B4 is too big for normal scanners, A4 is about the size of printer paper but much higher quality. For an anime illustration( as in not a manga comic book style page) then color is generally used. The most popular markers for this is Copic. They are very expensive however. And if you are just drawing a random picture any supplies could be used and it would be called anime if you give the character big eyes and hair. And for reference: right now I am using a tachikawa T-40 nib holder, tachikawa g-pen nibs, pilot drawing ink, and a strathmore drawing pad. The actual manga paper is more expensive so for practice I don't use it. The pen, nibs and ink I got from jetpens.

Pencil ( any kind ) , drawing pad , pen , color pencils , oil pastels ( if needed ) paint ( if your interested in manga painted and u would also need a canvas XDD ) one black marker that you can get for like 2 bucks and has 2 ends ( a big and thin end ) its used for coloring if you want to make the manga look like real manga char from the book, an eraser and chalk pastels ( if you so need :) ) im not really good at explaining supplies , i just go with whatever i have, ive wanted to be a manga/ anime artist since i was in 3-4th grade and im currently in 8th im not the greatest artist but ive been praised for my artwork and im currently sending my art to SCAD ( Savannah collage of art and design) they have a program where you can give them some of your art and they may pay you but im not sure i just recently found out about it , i hope this helps ; ) i love helping fellow manga drawers.... :) x

Pencil. (any kind will do). and you can buy a sketch book and draw in there. if you want or have enough budget to buy more supplies. there are charcoal pencils. oil pastels. different types of pen and pencils. and to see what else is there, go to an art store or browse the web and look for other supplies.
