Laptop battery: Plugged in, not charging?

I just got a new laptop battery today because my other one was busted and wasn't be recognized. I put in the new battery, and it said it was plugged in but not charging. I tried unplugging it and plugging it back in, and that solved it (it had 70% charge). My computer ran out of charge and shutdown, and when I plugged it back in, it said the same thing, only I can't unplug it and plug it back in because it dies and shuts down as soon as I unplug it. I've tried removing the battery and putting it back, and uninstalling the battery driver thing, but nothing has worked.

if the laptop run Win 7 operating system, you should try to change the OS... Win XP OS. many laptop cannot charging their battery in Win 7 OS.
