Outrageous pet fees from apartments?

• Why do apts. charge a NON-REFUNDABLE fee for owning a pet? why do they on top of that charge a monthly rent fee for the dogs? if there is no damage done at the time of move out why wont they just give your money back?? one of the top 3 reasons dogs end up in shelters is because the owner moved into an apt and couldn't bring the dog, that's really sad considering that in this economy everyone has to downsize and then they re slammed with paying insanely high fees for a member of their family to live with them. im really surprised shelters haven't started some type of petition to stop this, i think more people should care about this! being military we move alot so that means if we want to keep our dogs we have to pay these fees EVERY time we move...1,160 for our dogs to live with us for one year!!!!! does that sound fair? is there anything that can be done? there has been so many studies that show how Crucial pets are to the owners health so why isnt this more of an issue??? have you ever lived on the bottom floor with a family with kids living in the apt above you?? i have and im pretty sure they dont get charged extra!!
