White scales on goldfish and strange behavior?

I have four goldfish. They had fin rot but are beginning to heal already with medicine. One of my goldfish, the biggest about four inches, is starting to have white spots on hims sides. It's just a few spots and scales but the entire fish is not turning white though. He is also acting strangely. For example, most of the time instead of swimming around he stays at the top of the tank with his mouth nearly to the surface as if he were trying to breathe air. He eats normally and does swim around sometimes. Oh, he also doesn't go into the shelters provided for the fish anymore. As far as I know at least. I have reason to believe that the spots could be from the fin rot because the first sign of fin rot is pale/white and frayed edges on fins, but I haven't read anywhere about the actual scales turning white. There is no fungus or elevation where the white scales are, just white. As I said, the fin rot is already healed and the are beginning to grow back any damages that may have been caused by the disease. Fin rot is brought on by poor water quality causing stress and I believe two fish, including this one, may have been constipated. This is caused by not enough food variety, so I've bought two new foods. The names of which I don't remember. The water hasn't been cleaned yet because I'm not supposed to change anything until the medicine has finished working in a day, so the water itself may not be to great for the fish (I have a filter but old food sits around at the bottom and the gravel hasn't been changed). There's nothing else I can think of that you may need yo know, but if you do just ask. I know it's just a goldfish and a lot of people don't care what happens, but I love my animals no matter how small and I would hate if he died because I couldn't find out what's wrong.

you may not have enough space in the tank. for four goldfish youre talking like sixty gallons minimum. and my goldfish started getting black scales. it could be because of the pH levels, but sometimes, like my fish, its just chaning its colors. what type of goldfish do you have you should have double filtration and weekly water changes. and goldfish should be cleaning the bottom of the tank, mine do. they suck up ALL the leftovers. maybe you need to feed them a little less. or you could vacuum the gravel.
