Answer:
First - a book on Marine Aquarium Keeping. Second - the time to READ that book. Without that, doomed to fail. What you need to learn is how to set up and maintain a tropical marine aquarium. It's not actually that hard, if you do it right. Do it wrong and you will have wasted a lot of $$ and have dead fish. Once you have the aquarium system running properly, then you have your own little section of tropical reef in your tank, and the fish can live in there. Until you get that "system" set up and running, it doesn't matter how you try and care for the fish, it WILL die. After you have read the book you will know that you will need. a 29gal aquarium LIghts, heater, filter, power heads etc. Live rock and sand. Thermometer, hydometer and test kits. Marine salt mix. That's the basic equipment, the book will tell you what to do with it. Now just to be clear, I didn't say you can't keep a clown fish. Just that it will cost a bit of money, and you will have to learn s bit about marine fish keeping. But it can be done. Even better, Clown fish are one of the better marine fish for a beginner, cheap (relatively) and hardy, so at least you are starting with the right sort of fish. But remember - you are keeping a marine aquarium first. The clown fish just happens to live in there. Ian Edit" Most people "graduate" to marine fish keeping after keeping some easier to care for fresh water fish. But this isn't essential if you are a good learner and can understand what's in your book.

It will cost about $3000 dollars to set up and $200 dollars to keep. First you need a huge aquarium which is about $2000 dollars. Then the filter is about $600. The salt costs about $100, and the plants and coral that help keep the fish alive are about $300. You will also need the chemicals that test acidity and health of the water which is about $100. The sand for an aquarium which is about $150 and the food is about $ 20. That is about $3020. That's a lot of money, but if you are serious it is a great investment and will look very cool.
