Female bettas do not lay eggs of their own accord. When mating, the male will essentially squeeze them out of her, let them drop to the bottom of the tank, and then chase her off. He then fertilizes them, picks them up, and spits them into his bubble nest where he will defend them until they hatch. The dot could be an indicator that she is ready to mate, and as another poster stated, it is where the eggs will be released from. Be sure to provide plenty of floating cover in your tank if you suspect breeding is going to take place. This way, the female will be able to hide from the males afterwards. Mating is physically difficult on female Bettas, so do try to keep an eye on her, or even consider moving her to another tank.
