Do I need a customs broker for my imported puppy?

I'm importing a puppy from Hungary. I got an email from a customs broker saying I have to pay them 275 dollars to get my puppy cleared through customs. Do I need to do this, or is this something I can take care of myself?

I recently imported pups from Turkey, but through Romania. Never any mention of customs anything. Caution a scam.
