Bypass ip bandwidth restriction?

So my college puts restrictions on ip addresses bandwidths.. and every 10 min everyones ip address is reset (recycled) but it will remain the same if your still on your computer. Is there any way I can bypass the bandwidth restriction on my ip address? I know they have extra bandwidth because the teachers aren't restricted and people in the computer help center turn theirs off (because they can)

They put those restrictions there for a reason and well, no. You cannot change it or get around it if you don't have appropriate permissions on the network to do so.
