My internet connection turns on and off ever second whats wrong with it?

I have recently changed from windows xp professional 32 bit to 64 and its not the first time i do this however this time something seem to have happened with my computers network- hardware/software. If i just browse the web the connection stays stable but as soon as i download anything torrent or through browser the connection starts switching on and off, like the red cross appears over the icon in the toolbar. The cross usullay appears if a cable or something is unplugged right? but theres no problem with the cable. My connection speed is not awesome but i know its enough, UP> 1000kb/s DOWN> 8000kb/s
