How to fix a VPN connectivity error?

I.) Network Connection Window(just describing the what the window contain so you won't be confused): The connections are all listed in the NETWORK CONNECTION window. There you will see many connections separated in groups. The groups include DIAL UP, LAN OR HIGH-SPEED INTERNET, and VIRTUAL PRIVATE NETWORK (VPN). II.) How the problem started: a.) I have just got Verizon DSL High Speed Internet. I have VPN (tunnel) connection to my workplace. The type of VPN I use is L2TP. b.) I am always connected to the internet (the modem is always on). To connect using VPN, I double click on the connection, enter my user name and password, and click connect. c.) The error I get is ERROR 789:The L2TP connection attempt failed because the security layer encountered a processing error during initial negotiations with the remote computer. III.) What I have done to connect through VPN: a.) First I disabled my entire anti-virus system, and my firewall on my MODEM is off. It still did not connect. b.) Then I contacted Verizon, they said many stuff. One technical support man said that they support only PPPoE type of VPN connections, not L2TP. This sounds really weird because there is no such thing as a PPPoE VPN connection. c.) I connected to my modem, and clicked on VPN. THEN A page came up where there were PPTP, L2TP, IP sec, passthru's all CHECKED OFF. IV.) Notes: a.) I am not sure if my firewall on my computer is on or off; frankly I do not know how to get to it. b.) I am always connected to the internet. c.) For about the last 7 years I have had a dial-up connection. I would always connect to the internet, then connect to VPN. I never had the error code 789. I had no problems d.) I have correctly made my VPN connection, it worked while I had dial up. Plus I made it again and I a screen shared with the tech guy at my work place. He did it for me infact so I can avoid all mistakes in making the connection. V.) So, based on what I wrote above, I have these questions: a.) What can I do to resolve ERROR CODE 789, so I can connect to the VPN connection? b.) Also when I hit connect after I enter in my user name a password, does the computer actually try to make a dial-up connection in order to connect to my workplace? - This is a awkward question, but I don't understand why the Option doesn't say OK instead of CONNECT, I am always connected to internet.
