Like what I am wondering is how would someone set up a go daddy like domain registration company? How does it work? What would keep them from stealing other domains since they would now have control?

Registrars like GoDaddy can only send commands to registries. If they try to steal someone else's domain, the registry will simply refuse the request. VeriSign operates the registry for the COM domain pursuant to an agreement with ICANN (which gets its authority from the United States Department of Commerce).
