    Unfortunetely that is not how it works, you cannot legally track down an IP address very easily the IP address has nothing to do with city//state/country

You can very easily run a whois or trace route to a target IP to determine such information. According to the link below, your example IP is assigned to the Netherlands. It doesn't really work in the way you have described.
