What program is the best one to use to hide ip address to download?

i was wondering what program to use to hide my ip address so i can download music and movies. i use to have verizon for a internet server and they never picked up on anything or noticed anything like downloading. i now have charter and they pick up on anything downloading. so i was trying to find a program that will hide my ip address so i can still download. not even sure if this is the right category. if its the wrong category and know the right one please let me know that too. thanks again some told me to use a proxy server. some told me a proxy server won't work that well. then i had some people tell me to use a program called TOR because it keeps everything safe and bounces your communications around a distributed network of relays. but i don't know which program is good. i also use mozilla firefox 7.0.1 and google chrome(if that matters at all lol) please let me know. thanks
