Who do I get to fix the wiring for my internet?

My condo association provides the internet for the apartments. The internet wasn't working, so my neighbor decided to be "helpful" and fix it for me; he did something to the wiring, and now it won't work, no matter what I do. Because it is inside my apartment, the association says that they can't help; so my question is who do I get to fix the wiring for the internet? I am at a loss. Please help!
