I'd like to chat with random people around the world for free and thought Facebook would be the place to find this accessability, but I see nothing that does this. Can Facebook do this and how? Thank you.

omegle.com would be a good place to go. The only way to do this through facebook is to search and find people you want to chat, request them as a friend, and then chat them.
