Can I create a new proxy?

Anyone knows how to create a PROXY SERVER?

    You need to subscribe to 2 different fixed IP addresses on 2 different line with a broadband connection on each, one for incoming and the other for outgoing. These will both require a minimum 1 year subscription to broadband on a contract. Then set up a server at the connection location. You then configure a proxy program to pass incoming requests to the outward connection, and return them from there. You then log into it and it relays your connection. Until the first site recognises that this is a proxy and adds you to the web blacklists. You then need to subscribe to 2 more lines and start again.
