What is Uploading and Downloading in Utorrent?

My computer is constantly downloading 100-200kbs a second?

• I have closed chrome, steam, utorrent, i've uninstalled all possible programs, my internet and antiviruus/firewall are all secure, yet my computer is always downloading something at 100-200kbs and uploading something 1-10kbs. I have limited internet and this is going to become a big problem soon. How will i be able to figure out whats downloading so much? Also note that i formatted my hard drive 2 days ago and it has very few programs on it.

  Download an network monitoring utility like Wireshark or similar to run a test on your network connection and identify what process/service is using your network traffic. Alternatively you can get a software based Firewall, like ZoneAlarm to monitor / limit Internet access to only programs that you trust.
