My laptop will not connect to my wifi and when it says "diagnostics policy service is not running" HELP?

I cracked the screen on my laptop (sony vaio intel pentium), I sent it off for repair. Before I sent off the laptop everything else was functioning well and it would connect to the internet. I got my laptop back today and I tried to connect to my wifi, it took a while to connect and when it did connect it said "limited access" and it will not let me access any websites. At first I thought it was because I had too many things connected to my internet, so I disconnected all the phones from the wifi and 2 other laptops. However, my laptop still would not connect properly. trouble shooted the connection and it told me "diagnostics policy service is not running". I clicked to repair it but this did not work. I pressed start and typed in "services.msc", I right clicked on Diagnostics Policy Service and clicked start, however it would not let me start it and told me the access was denied. I went on the Diagnostics Policy Service and tried to change the password (someone online said this had worked for them) however it would not let me change the password. I then went on accessories and right clicked on command-prompt and typed in "sfc /scannow" and found nothing wrong with it! I don't know how the problem can be related to having a new screen fitted to my laptop, might they have changed something on the system? Has anyone had this problem and solved it or know how to solve it? Sorry for the huge paragraph it's just all the suggestions on the other websites that I have tried. (By the way, the internet is working fine on all other computers in the house so it cannot be the internet connection)

I have to say am impressed. Nice to run across someone who did some research on their own. I did some reading and legally found the same things you did. It seems you have a permissions problem. Have you read this link yet? It is sure vista but for windows 7 it is going to be the same. support.microsoft.com/kb/943996 Try looking for the package in add/remove programs. Check the view updates so you can see everything that has been installed. I would take it back where you got it fixed and ask them about the error. Unfortunately from what I read you might gave to reinstall your os. If you do make sure to back up all of your important info. And I am assuming you have run your virus scans, and something like malwarebytes also. If not do that. There are some pretty nasty maleware out there. I just removed one from a client that adds a 8mb partition to the hard drive and redirects everything there so you have no access to anything. So good luck. If I find anything else I will let you know.
