What is the difference between data card and PCMCIA WLAN 802.11g Card (WCBG03H) ?

Means i know that data cards are internet providing cards of specific company say reliance net connect but is PCMCIA WLAN 802.11g Card (WCBG03H) also a data card with paid rental plans or is it only wired connection to wireless connection converting device.
