How to become a network administrator at my house?

in my house i want to use remote shutdown on my brother while he is using the computer. But it says i cant i have no administrative rights. do i have to like make a sever to do this or what ever? how do i get these administrative privileges.

The easiest way to do this is to log in to your brother's PC and add an account with administrative rights. Then use that account to shutdown his PC. But if you want, you can set up a Windows Domain Controller with you being a Domain Admin. Then add his machine to your Domain. This will allow you to reboot his machine.
