NTSC = National Television Standards Committee. ATSC = American Television Standards Committee. There would be a TV tuner chip in your laptop which enables you to watch network TV broadcasts from and within North American and where ever there are NTSC broadcasts in your area outside of North America. It's the marvel of shrinking down the TV electronics to that which can fit inside your laptop. Just plug in a working TV coax cable and you should be able to take your 'TV' with you.

The tuner picks up NTSC encoded video/audio from broadcasts in the USA either via Cable or perhaps an antena or sorts external or mabye built in. Essentially, it will let you watch TV on your laptop.
