It was designed to allow for faster typing, with less jams. Letters that are seldom used together were placed together. This cut down on jams a lot on the old typewriters.

If you typed too fast on a typewriter you would jam the keys. Therefore, the keyboard was designed to slow you down.
It is designed to let you type faster by placing keys you use closer to your index finger and ones you don't use by your pinky finger.
