How can I get an HFS+ formatted hard drive to work on a Windows PC without losing the data?

I want to be able to access my mac formatted drive from my windows laptop, but since it is hfs formatted, I can't access it. It has about 700gb of data on it, and i don't have the extra storage available to back it up and reformat the drive. Are there any free or cheap programs i can install on the laptop to bypass this predicament?
