How can i increase download speed?

i have AT&T's Uverse with 12mbps download speed and when I download using utorrent i get speeds of up to 1.3mbps. this is good. this is the exact same however as with the cable company before i switched to Uverse. I am now wondering what i should do to my PC to increase the download speed, or if there is something i can do to my modem. I know some people will say be happy with what you have, but i want to push the limits to see what is attainable. I also get the same 1.1 - 1.3 mbps peak with most files i download, so i don't think it is the peers like some people will suggest.

I feel that Uverse is a big rip off. I wouldn't give 2 cents for it. I have AT&T extreme 6.0 and always get 5.85 Mbps download. I have been to several places where they had Uverse and said they had 12 MB but when I checked them they didn't even have as much as my extreme 6.0

Nope. Your connect speed, in megabits per second, is determined by your ISP. No tweaking is available. Do you know the difference between connect speed, small b, in bits per second, and download speed, large B, in Bytes per second? There are 8 bits in a Byte, plus overhead for about 10 bits.
What you are talking about with setting up your router is called "Port Forwarding". You can download without setting up port forwarding, but you won't get all the download capacity possible. Here is a link for a video tutorial I created on downloading, installing, and configuring uTorrent for beginners. You could look over the settings I have there to see if anything stands out. http://www.JAGTutorials.com/VideoPages/V_uTorrent.html If you just want to setup the port forwarding I would go to http://portforward.com/ Once there you can select your router model and the application uTorrent and it will give you detailed instructions on how to setup your router for uTorrent.
There is nothing you can do to increase your bandwidth speed unless you upgrade to a higher tier of service. ATT limits constantly checks to make sure you are using the correct connection settings so you do not take bandwidth you are not paying for. Your speed is fine be happy you get that much when I had ATT I got 1/3 that and constant connection issue. As for what Computer Technician said it depends how far you are from the Central Office and how far they rolled out the drop to get a higher connection speed. Some places it takes longer.
