Why won't my monitor shut off?

I recently installed the Window XP (Service Pack 2) and when i restarted my computer and when i tried to turn off my monitor, it just won't turn off, i also tried to adjust the screen by using the button's on the monitor, it dosne't work. Does anybody know how to fix this? HELP please :)

sometimes part of the monitor control circuitry can be frozen due to an electrical surge. try unplugging the power to the monitor from electricity overnight after you shut down your desktop computer. check it for proper operation the next day.
