Need help trying to figure out what's wrong with my computer screen?

For some reason my task bar like where the start button is is at the top of my computer screen. My kids were playing on the computer and when I came back and turned it on the task bar was at the top of the screen. I did try to use the arrow to see if I can drag it back to the bottom of the screen but it didn't work. Can someone please help me or at least tell me what's wrong with it?

As the person above me said, click any empty space on your task bar and drag it back to the bottom. When you've done that, right click any empty space on the taskbar and click 'Lock the Task bar'. That way this will never happen again.
The reason you can't drag it is because it is locked. right click and click lock taskbar, move it, then re-lock it.
