What shouldn't I touch when opening a CRT monitor?

I have a friends CRT monitor (couple years old). They had tripped over the VGA cable, pulling it about 2 inches loose inside the monitor. I wanted to put a new cord on, but I'm not sure what I can touch and what I can't touch inside (because of electrical shock). I know they store 10,000+ volts of electricity, and I just had it on yesterday to try and see what it would do. I know how to discharge a monitor, but I've never done it. Now if I discharge it, at the top of the tube (where the rubber suction thing is) will that discharge everything? ALSO: Can I use jumper cables (that you use with a car) to do my discharging? I'd really like to fix it for them, but is it realistic to fix something like this?

Answer:
There are a few big capacitors in there. They should be shielded with a metal frame. Don't go anywhere near it.
