How to stop a toolbar from trying to "alter" my laptop's hard drive?

--Sorry for the long explination.-- So, not long ago I enabled the Ask.com toolbar that came with my laptop on Internet Explorer. I decided maybe yesterday that I didn't really want it there anymore. So, I disabled it. Now, this computer got a pretty bad virus, so we just restored it to out-of-the-box settings, because my dad refuses to get a better virus blocker than Windows Defender. Don't worry, I'm going to get a better virus blocker than that. But back tp the point. So because we restored it, it's been updating lately. Just a bunch of standard Windows updates. Right after I restarted the laptop (it's a Windows 7 HP by the way) after updating some things, a notification began coming up from the Ask.com toolbar trying to alter my hard drive. I didn't really want it to do anything, so I clicked no, not for it to alter my hard drive. A few minutes later the same window came back up. I continue to click no, but it keeps reappearing. It seems legitamite enough, but I'm kinda paranoid about viruses and things, so I don't really want to allow it to make any changes to my computer, especcially on my hard drive. I tried disabling the toolbar and everything, but it won't stop reappearing. How can I block this program from my computer, or just do something to make it stop doing this without letting it alter my computer? Help will be SO MUCH appreciated. Thanks so much!

Go to. start. control panel. click uninstall a program under PROGRAMS. right click ask.com and select uninstall. follow prompts. go to. my computer. c drive. program files x86. look for ask.com folder. delete that folder. (WARNING: Doing the next step INCORRECTLY may permanently damage your operating system) go to. start. search for regedit. right click - run as administrator. press f3. search for ask.com. delete all entries found with ask.com DONE! EDIT: Sometimes it takes more than one step to delete annoying programs. Most programs are uninstalled fine using the first method. Others, kinda like the issue you are running into, require some extra steps. But yes. You are safe in how you are approaching this. slowly try each method and move to next when one doesn't work.
