Ok dell laptop screen?

Dell Inspiron laptop, turn on problem, help!!?

• Ok, i own a Dell Inspiron Laptop, and when I go to turn it on, i get this error message "Error loading operating system" Im currently running windows 7 if that helps. I tried using the Dell Drivers and Utilities disc the laptop came with, but all it said is my hard drive has a virus and I tried re-installing Windows and it said the same thing.The error message pops up whenever i turn it on, it shows the logo then goes to a black screen for a few seconds then shows the message. So basically i cant get anywhere passed that error message. Is there any button i can press to get into the system settings etc?? what can i do?? This is 1.5 years old, so warranty is no longer covered. Much help would be appreciated!!!! I will give maximum amount of points to the best answer!

  Keep tapping F8 when booting and choose Safe Mode with Networking. Turn on (or restart) your computer. 2.When the DELL ™ logo appears, press <F12> immediately. Select Diagnostics from the boot menu and press <Enter>. This may invoke the Pre-Boot System Assessment (PSA) on your computer.
