Yes you will be able to play gta 4 on your Laptop. i've also same configuration. and i'm running gta 4 but with low video settings. (support us @topratinggames)
No. You need a quadcore cpu and a dedicated graphics card to get the most out of GTA IV. I'm surprised that you can even play it with your current system. 2GB of ram will make your windows 7 experience better though.
