Virtually impossible without jumping through a LOT of hoops... cd roms dont require drivers... get into your bios... F2 or F3 at boot screen... and change your first boot device to the CD rom instead of the hard drive... insert install cd and reboot. Also, if its a dell, there should be a seperate virtual drive on your hard drive... if you get in there in safe mode, there should be a recovery program on the D: drive or some other drive than your C:... it is actually your C: drive but is sectored so that a recover to C can be performed.

If you are able to boot to safe mode, it is possible you can try the system restore, but it may not work. This would be the simplest fix, anything else gets complicated.

You can't
