Why doesn't my laptop let me open any programs?

Need Help with Laptop really bad!!! I get a weird error that doesn't let me open programs HELP PLEASE?

I having a lot of trouble with my laptop right now so please if you can help me, do so, because I havent been able to use my laptop correctly for a while now. My problem is that I get this error that says, "This service cannot be started, either because it is disabled or because it has no enabled devices associated with it." So I asked someone to help me with my problem and they told me to go into SERVICES and enable disabled programs but when I click on Services I get the "This service cannot be started, either because it is disabled or because it has no enabled devices associated with it."!!!!! Please help me with some suggestions
Answer:

Go to Start->Run and type MSCONFIG From that window, choose services and enable all, then close it. now open the services window you couldn't open before, then go to http://www.blackviper.com/ and scroll down to popular content, and choose the link for the operating system (XP, Vista etc.) you have. scroll down to the configurations table and set your services to the way it says under the default column for your operating system.
