What's a good video editing/gaming computer and the minimum to maximum specs?

I'm looking for a computer that will able to run video editing software well (Sony Vegas and Adobe Premiere) while making videos like this: http://www.youtube.com/CreepahWeegie (you don't have to copy/paste the link, only showing what videos I make) , and be able to play games at a decent quality (TF2, Garry's Mod, CS:S). I have about a 700 dollar budget to work with and I was wondering what would be the minimum to maximum specs for a computer dealing with those kind of things and what computer would be most beneficial fitting within my budget to do said things.
