Why isn't my new DVD Drive working?

My dvd drive isnt working?!?!?!?

i was burning a video onto a dvd disk on windows dvd maker on vista on my vaio laptop. it got all the way up to 99%, then said error, cannot continue. since then, anytime i put a dvd in my drive, it starts making sounds like the disk is rubbing against something...the computer doesnt seem to recognize that there is a disk in the drive. help?
