Answer:
I had the option on my dell to turn off charging while it was plugged in. This option preserves battery life and relies on external power only. When using battery the laptop utilizes battery power and uses external power to recharge the battery. This cycle ultimately kills a laptop battery very fast. Right click on your battery or power indicator to see if there is an option to switch it back over.

If you have your computer plugged up and it's saying it isn't charging you need to get a new charger. This has happened to me many times before and it was indeed the charger.

You mean 14% for your download? anyways, you should open your battery and close it again. And on your computer. If it does not work, buy a new computer or ask the your computer's compant service, and the place where you buy a computer. And ask them then i think you'll get more answers.......

Remove the battery and run off the adapter. It is not needed to run the laptop from the AC Adapter. "Plugged in, Not Charging" can be from a damaged DC Jack. Cord yanks can cause the solder connections to crack. The laptop knows the battery is connected, but the charge voltage cant get through the damaged DC Jack. Try applying light side pressure on the plug to see if it starts charging. If so, have the DC Jack fixed.
