As others have stated your graphics card is very poor for gaming and GTA 4 will not run or if it does it will be at the lowest of settings, the rest if your system is very capable of playing the game. Purchase a decent graphics card and you will be able to play some very modern games on your system. You have already been given some suggestions but it depends on your budget, for now I believe ATI have the best graphics cards for the money but many would argue differently. Just post on here before purchasing if you want other peoples opinions.

since the 9200 is integrated, and because nvidia is known for rebranding previous generations of graphics card, your graphics card will not be able to handle gta4, not even on low. a simple graphics upgrade would do though some recommendations: ati 4650/4670, nvidia gt240, ati 4850, nvidia 9800gtx+

It will run fine at low settings. The graphics card and the cpu are weak, but should run it (GTA IV needs a quadcore and an expensive video card for good quality + performance). GTA IV is actually much more intense than the requirements state.

Roughly speaking, both nVidia and ATI use the first digit of the video card to identify the generation. The second and later digits indicate relative power. I.e. A GeForce 9200 can be expected to be slightly more powerful than an 8200, but an 8600 is substantially (~2.5x) more powerful than the 9200. Your game won't run. Crawl, perhaps, but it won't be playable.
