The desktop monitor for my computer is not working + computer keeps restarting - any solutions?

I need to get photos and other information off of my old PC that I used to use about 2 years ago. I haven't used it for 2 years, it's been in a closet, and everything was disconnected, I've been using this laptop that I'm using now. I need to get access to my computer again, so I set it all up again, plugged in the monitor (and yes, it's plugged in correctly) but there's no display at all ... everything is set up 100% correct in the right places. I tried two different monitors and neither would work. The actual monitors have power from the AC outlet, but no display signal from the computer. I then realized that the computer itself sounded like it's restarting over and over again, which I'm sure it is. It makes that clicking/technical sound that a computer makes when it turns off and then restarts itself again, so I'm thinking there must be some sort of problem with the computer itself. It happens over and over again, but I can't know for sure since I can't see anything due to no monitor signal. Any ideas as to what I should do?

take out the hard drive and put it in a portable hard drive, put on your laptop as a slave drive and then get your data off of it.
Some pc's won't boot if the cmos battery is dead. Try re-seating all of the cards and memory chips. Unplug each unit, Hard Drive too, and plug them back in. Check for any bent pins in your Monitor connections. Unlikely, but it does happen. Does your laptop have a Monitor port? You could check to insure that the Monitor is working that way. The USB Hard Drive adapters are not overly expensive (15 to 30 Dollars depending on your source) The goal is to rescue the data from the HD. It's the easiest answer and you'll always be able to use for backing up your Laptop HD. A decent investment.
A monitor is plugged into a power source but it also is plugged into the computer. Do you have it plugged into the right place on the motherboard. Usually these things are color coded. Also do you have the monitor turned on. The switch is usually on the front, right hand side of the monitor. When the monitor is on, the light will be green.
