Why does my computer never connect on start up?

Asrock p4vbb how do u connect the power button on the pc case(u start computer) how to connect to the mother

    The cable from the case connecting the HDD led, power, led, restart button, and power button, usually have print on the plastic as indicator. Also on the mother board,beside those pins have also small prints indicating wether its power, restart or hdd led, or power led. just match it... If your connection is not correct it just would not turn on. if correct, it would turn on, and the restart button would function as it is. the LED light are just indicator. the red is for HDD(hard disk drive) and green is for power. the Red light should be the one blinking and not the green.
