What is a Good DVR card for digital surveillance recording?

• When I was recording using my HD capture card I was using composite cables, there were sound problems when I watched the footage I was just recording, it sounded like static. Is there any way I can fix this problem? Like getting a new sound card or something? I set the audio in the Avermedia TV Center to L/L which stopped the audio problems while playing but not recording, when I record using it the video has the static noises. So is there any way to fix this?
